Fair Haven, Vermont
Project included completion of an Environmental Assessment (EA) under the National Environmental Policy Act (NEPA), and Vermont Act 250 compliance and documentation for construction of expanded runway, tie-down apron, fuel farm, and FBO facility. Followed statutory and Federal Aviation Administration (FAA) regulatory structure for preparation of appropriate environmental impact analysis documents, from data collection through public scoping and agency consultation, to document drafting and public hearings.
Updates to original Airport Master Plan included developing a comprehensive plan to guide future development of the airport. Planning efforts supplemented and revised information from current Airport Master Plan to bring existing information in line with current conditions. Collection of data included coordinating, attending, and conducting scoping meetings with the Town of Fair Haven, VTrans, and Federal Aviation Administration (FAA). Master Plan Technical Report included: reviewing current Airport Master Plan and revising socio/economic growth patterns to reflect current patterns, forecasting methodology, establishing an Airport Reference Code, defining sets of screening criteria in accordance with FAA, reviewing development alternatives, updating construction cost estimates for Master Plan alternatives, analyzing preliminary development alternatives, and utilizing noise contours to assess noise impacts to surrounding community. Air quality analysis and environmental impacts from sanitary and industrial waste as outlined in the existing Master Plan were reviewed for completeness.
