Since the Base Realignment and Closure program’s closure of the air force base, Loring International Airport has been operating as a private airport (publicly accessible with prior permission to land). Current operations include military training; general aviation; emergency response support; vertical launch to low orbit; hypersonic testing; maintenance, repair, and overhaul (MRO) services; and operational support for companies testing airfield lighting and approach systems.

D&K was assigned to conduct a full Airport Master Plan for the airport. D&K assisted in acquiring Department of Defense funding to complete the Master Plan, with a focus on transferring the airport from private to public use and inclusion into the National Plan of Integrated Airport System (NPIAS). At the conclusion of the Master Plan, it was found there are no known local issues or concerns regarding the inclusion of Loring into the NPIAS.
