East and West Villages Plan
Charlotte, Vermont | Chittenden County Regional Planning Commission
Charlotte is among the more sparsely populated communities within Chittenden County, Vermont’s most thickly settled region. The community sought a process to review its policies and evaluate options to facilitate increased development and enhance multimodal connectivity and recreation opportunities in ways that were in keeping with the character of the town. D&K conducted targeted stakeholder interviews, a visual preference survey, and a public design workshop and developed a project website to solicit ideas. Based on input received, the project team developed a plan that considered potential building locations, green spaces, natural and conserved areas, street connections, trails and bike/pedestrian infrastructure, parking, and others. This project updated the Village Plans and Land Use Regulations within the villages and incorporated the vision and desire of Charlotte’s residents using smart growth principles.
